IKL DESA WILAYAH PESISIR DAN PULAU-PULAU KECIL (WP3K) (STUDI KASUS DESA WAPIA-PIA KEC. WANGI-WANGI)

Abstract

Abstrak - Penelitian ini menggunakan pendekatan deskriptif kuantitatif untuk menelaah pengukuran Indeks Ketahanan Lingkungan (IKL) dalam Indeks Desa Membangun (IDM) di Desa Wapia-pia, yang merupakan salah satu desa pesisir di Wilayah Pesisir dan Pulau-Pulau Kecil (WP3K). Hasil kajian menunjukkan bahwa walaupun IKL merupakan indeks tertinggi dalam IDM, namun dalam pengukurannya belum didukung oleh data yang dapat dipertanggungjawabkan. Terkait dengan hasil pengukuran kualitas lingkungan (udara, air, dan lahan) menunjukkan bahwa kualitas lingkungan Desa Wapia-pia masih baik. Berdasarkan hasil kajian tersebut disimpulkan bahwa pengukuran IKL dalam laporan resmi IDM 2021 di desa Wapia-pia belum berbasis evidence-based practice, mengingat indikator indeks tersebut belum didukung dengan data pengukuran kualitas lingkungan, khususnya air, udara, dan lahan. Disarankan agar pemerintah mengadopsi instrumen IKLH untuk IKL di desa-desa sehingga mendukung implementasi IKLH secara berjenjang dari desa hingga pusat.

Abstract - This study uses a quantitative descriptive approach to examine the measurement of the Environmental Resilience Index (IKL) in the Village Building Index (IDM) in Wapia-pia Village, which is one of the coastal villages in the Coastal and Small Islands Region (WP3K). Study results show that although IKL is the highest index in the IDM, its measurement has not been supported by reliable data. Regarding the effects of environmental quality measurements (air, water, and land), it shows that the ecological quality of Wapia-pia Village is still good. Based on the results of the study, it was concluded that the IKL measurement in the official IDM 2021 report in the village of Wapia-pia was not based on evidence-based practice, considering that the index indicator was not yet supported by data on environmental quality measurements, particularly water, air, and land. It is recommended that the government adopt the IKLH instrument for IKL in villages to support the implementation of IKLH in stages from village to state.
