Abstract
ABSTRACT: This article tries to analyze the base of the problems that trigger conflict between the Army of Indonesian National and the Police of Indonesian Republic in carrying out its duties and functions to protect the security of the country, including the security on border areas. From the formal juridical perspective, the arrangement of the army and police authority is actually very clear, but in the practical the nationals between the security apparatus of army and the police institutions tend to cause conflict which have a large impact. The factors that are considered the mist dominan trigger conflict between these two institutions is more about the problem of difference s in interpretation of the authority of each institutions in serving the country's border area. Besides, these arose a kind of arrogance of each institutions ,which considered its institutions to be superior than others.

ABSTRAK: Tulisan ini mencoba menganalisis akar persoalan yang memicu konflik antara institusi Tentara Nasional Indonesia dengan Kepolisian Republik Indonesia dalam menjalankan tugas dan fungsinya menangani keamanan negara, termasuk dalam menangani keamanan di wilayah perbatasan negara. Dari sisi yuridis formal, pengaturan mengenai kewenangan Tentara dan Polisi sesungguhnya sudah sangat jelas, namun dalam praktik relasi antara aparat keamanan dari kedua institusi ini cenderung menimbulkan konflik yang berdampak luas. Faktor yang dipandang paling dominan memicu konflik di antara kedua institusi ini lebih pada masalah perbedaan interpretasi tentang kewenangan masing-masing institusi dalam mengamankan daerah perbatasan negara. Selain itu, muncul semacam arogansi masing-masing institusi, yang menggap institusinya lebih superior ketimbang yang lain.
