Abstract

ABSTRAK: Timor Leste Sebagai negara yang perbatasan langsung dengan Indonesia, maka salah satu persoalan yang sering terjadi yang belum jelasnya penetapan wialayah perbatasan. Selain sebagai salah satu negara yang berbatasan langsung dengan negara Indonesia, baik Indonesia maupun Timor Leste mempuyai keunikan tersendiri yaitu masih memiliki hubungan kekerabatan kekeluargaan yang sangat dekat diantara kedua masyarakat di daerah perbatasan. Adapun permasalahan dari penulisan ini yaitu bagaimana peran dari kedua Negara dalam menyelesaikan persoalan hukum yang ada agar tidak berkepanjangan? Dan strategi apa saja yang digunakan oleh kedua Negara untuk menyelesaikan masalah tersebut?. Adapun jenis dari penelitian merupakan penelitian empiris dengan menggunakan pedekatan empiris dalam bentuk wawancara serta observasi. Hasil penelitian menemukan bahwa selama ini beluam ada persamaan persepsi dalam penentuan batas wilayah darat walapun keduan negara sudah melakukan negosiasi tentang penetapan batas wilayah. Oleh sebab itu disarankan dalam menetapkan batas wilayah sebaiknya dilibatkan para tokoh-tokoh adat sebagai kedua negara sebagai saksi sejarah.
