Abstract
Population growth in Surabaya City continues to increase. Rising population density, coupled with increasing housing needs, has led to residential property prices in Surabaya becoming unaffordable for low-income groups, commonly referred to as low-income communities (MBR), as well as middle-income groups (non-MBR). Of the 10,776 applicants for Rusunawa, only 250 applicants were categorized as MBR, while the rest were Non-MBR. Therefore, they did not meet the requirements to live in Rusunawa. The Surabaya City Government has a program to build Simple Owned Flats (Rusunami) for the Non-MBR group as an affordable housing option. In the construction of flats, the selection of the site is crucial. The site where the flats will be built must meet the criteria and comply with the applicable spatial planning regulations. This study will discuss the analysis of flat site selection using a descriptive evaluative method, which compares the site criteria with three available site alternatives. This study aims to identify the site with the highest level of feasibility in accordance with the applicable regulatory criteria. It is hoped that the results of this study can provide recommendations for the most appropriate site location for the design of simple public housing in the city of Surabaya.
