STRATEGI PENANGGULANGAN KONFLIK BALAS DENDAM DAN TAWURAN ANTAR PEMUDA SUMBA DAN PEMUDA ALOR DI STIM KOTA KUPANG

Abstract

This qualitative descriptive study aims to analyze the factors causing the brawl between Sumba and Alor youth in the STIM Kupang City area, and to examine the roles of parents, the community, and the police in handling it. The study used a qualitative descriptive approach, collecting data through observation and in-depth interviews with Sumbanese and Alorese youth, police officers, and local community leaders. The results indicate that the brawl was triggered by alcohol consumption, peer provocation, and misunderstandings. Efforts to resolve the conflict through mediation, peace agreements, and traditional approaches have not been fully effective due to lingering resentment between the two groups. In conflict management, parents and the community play a role through education, supervision, and mediation, while the police employ preventive, repressive, and peacemaking measures. Based on the research findings, recommended redress strategies include a preventive approach through supervision and education, a repressive approach through rule enforcement and guidance, and a curative approach (restorative justice) to restore social relations and prevent recurrence of the conflict. These strategies are expected to foster harmonious relationships between Sumbanese and Alorese youth in the future
