The problem in this research is whether the use of picture letter card media can improve the reading learning ability of second-grade students at SD GMIT No.7 Oebufu, Kupang City. The purpose of this research is to enhance the reading ability of second-grade students at SD GMIT No.7 Oebufu, Kupang City, using picture letter card media. This research uses a qualitative descriptive method. The study was conducted at SD GMIT No.7 Oebufu, Kupang City, with all second-grade class IIC students as the research subjects. The data collection techniques used were observation, reading skills tests, and documentation. The results of this study show that reading skills improved significantly through the use of picture letter card media. This is evidenced by the class-wide improvement in mastery: in cycle I, the success rate was 30% (6 students achieved mastery), while in cycle II, it increased to 85% (17 students achieved mastery). The improvement in reading skills can be seen from the increased average scores in aspects of accuracy, pronunciation, intonation, fluency, and clarity of voice. Based on these findings, it can be concluded that the implementation of picture letter card media is highly beneficial for improving students' reading learning ability.
