Abstract

Oesapa Colour Beach is one of the favorite public spaces for the people of Kupang City. This beach is starting to be in demand along with the construction of pedestrian paths and road attribute equipment gradually along the coast of Kupang City. The physical development of Warna beach is in line with the development of recreational activities.. Along with this development, it has triggered the growth of the informal street vendors/ (PKL), which seem to dominate the area. The existence of street vendors actually has a positive impact on the social and economic activities of the local community, but the reality that occurs also illustrates that PKL create environmental externalities that affect the physical and social environment that trigger problems on the quality of public open spaces. This is a descriptive study that uses a qualitative approach, by describing actual facts about problems that are investigated as they are accompanied by rational interpretations. Based on the phenomenon of the development of PKL and the problems that occur as well as the reality of the quality of public open spaces at this time, it is necessary to study the relationship of PKL to the shaping aspects of the quality of public spaces and benchmarks for the quality of the Colour beach public space. The results of this study aim to determine the relationship between PKL and the quality of the Pantai Warna as well as an evaluation in recommending development strategies, especially in structuring PKL to respond to the needs of the people of Kupang City for the fulfillment of quality public spaces.
